Opportunity Information: Apply for AF HAR FY22 07

The Culture of Content Research and Design Exchange is a U.S. Department of State Public Diplomacy grant opportunity run through the U.S. Embassy in Harare that invites Zimbabwean organizations to propose an 18-month program combining research and artistic content design to advance public education. The central idea is to help Zimbabwean universities strengthen a practical culture of research, and then connect that research to creative production so that evidence and insights can be translated into compelling public-facing content. The broader aim is to support social cohesion, strengthen the social contract, and encourage civic engagement by improving how public education campaigns and related content are researched, designed, and delivered.

A core requirement is that every proposal must clearly strengthen ties between Zimbabwe and the United States and include a strong, central American element. This American component must be substantive and separate from routine involvement with the U.S. Mission, American Corners, or U.S. government exchange alumni. In practice, proposals are expected to involve meaningful collaboration with U.S. experts, U.S. organizations, or U.S. institutions, and to prioritize relationship building and increased understanding of U.S. values, perspectives, and policies. The grant is positioned as part of U.S. public diplomacy efforts to support democratic principles and a stronger social fabric through strategic content and engagement.

The opportunity anticipates one award with a ceiling of USD 100,000 (Funding Opportunity Number AF HAR FY22 07; CFDA 19.040). It is an open competition for eligible Zimbabwean entities, with an application deadline of April 15, 2022. Applications were to be submitted by email to PublicDiplomacyGrants-ZIM@state.gov. The embassy also notes that any in-person travel tied to the program should not be scheduled earlier than September 2022, and that proposals should be designed with flexibility to adapt to changing COVID-19 related restrictions, including the possibility of shifting between virtual and in-person formats.

The program is built around a simple theory of change: if Zimbabwean universities increase collaboration and research capacity, and if artists and content creators who shape public discourse learn to use research to guide content design, then Zimbabwean and U.S. counterparts will be better positioned to contribute to Zimbabwe national development strategies and to broader civic outcomes. In other words, the grant is not only about producing content, but about building the underlying research skills, systems, and cross-sector relationships that make public education efforts more credible, targeted, and effective.

Key deliverables are laid out clearly. First, the grantee is expected to deliver online capacity-building sessions for roughly 25 Zimbabwean university faculty and staff focused on research methodologies as well as grant application skills and compliance. Suggested or optional training topics include market-based research, integrating private sector perspectives, critical thinking and problem solving, defining the characteristics of a productive research environment, and strengthening undergraduate research capacity. The announcement also encourages proposals to cover a wide range of research-to-content themes, including: the value of research culture and rigorous research designs; using evidence to shape interventions, programs, and policies; applying the positive deviance approach to drive social change in areas like health, education, human rights, poverty alleviation, sustainable development, civic participation, democracy and governance, and corporate citizenship; and entertainment-education approaches that build stories and characters around an identified social issue to influence knowledge, attitudes, and behavior through tailored media.

Second, proposals should include professional networking activities that intentionally connect the research community (especially university-based researchers) with the creative and content design community. The point is to create new collaborations and working relationships so that research findings do not stay on campus or in reports, but are translated into public education products that meet audiences where they are. The announcement also highlights the use of facilitation and interaction design approaches (described as “liberating interactional structures”) to help groups overcome limiting patterns in thinking and engagement, and to support community decision-making through participatory, energizing practices.

Third, the program is expected to culminate in the launch of a “model” public education campaign that demonstrates the full pathway from research to strategic content design. This campaign is meant to serve as a practical proof of concept that shows how research-driven creative work can encourage constructive civic engagement, reinforce civil society, and strengthen social fabric by promoting collaboration over conflict, especially when communities are dealing with difficult or divisive issues.

In terms of participants, the program targets up to 25 Zimbabwean researchers and artistic content creators who will work together to design the campaign and participate in the training and networking components. Recruitment and selection are to be conducted jointly by the grantee and the U.S. Embassy in Zimbabwe, with the understanding that participant numbers may shift depending on local conditions and budget. Overall, the grant is best understood as a partnership-building and capacity-building exchange that links universities, creatives, and U.S. counterparts to produce research-informed public education content with clear civic and democratic outcomes.
